From signed lease to launch, 4-6 months is realistic for a full-service restaurant with licenses done properly, and 2-3 months for a small café or cloud kitchen under Basic FSSAI registration. Adding a bar can add 2-4 months in slow-excise states, which is why the alcohol question is asked first.
Some sequencing is normal practice, FSSAI acknowledgment while the State License processes, for instance, but operating without applied-for basics (FSSAI, trade license, fire) is risk that compounds. The genuinely non-negotiable pre-launch set: FSSAI application filed, fire readiness, gas safety, and no alcohol service before the excise license is in hand.
Three things, in order: liquor licensing time, the gap between "equipment delivered" and "gas commissioned and exhaust certified", and staff training, a team hired at D-30 that first meets the menu at D-10 launches unrehearsed. The soft launch at D-7 exists to find that out among friends instead of paying guests.
